Pence: Court's EPA Ruling 'Discouraging'

Indiana Governor Mike Pence says the state will use "every legal means at our disposal" to continue fighting proposed Environmental Protection Agency regulations limiting carbon dioxide emissions from existing power plants. The U.S. Court of Appeals ruled Tuesday that does not have the authority to review proposed agency rules.
